Some of them are priority things.
Reading to my kids would be a priority for me, as would taking them to museums. If I raise them in/around DC, this is easy, since the Smithsonian and a lot of other museums here are free. But there are some people who don't see them as being beneficial or important, or people who see museums as places that only rich people go, and they feel intimidated/unwelcome (this is something we talk about in Museum Studies coursework). Some parents didn't grow up with books, they're not readers, and so they don't read to their kids. Some parents would, but they're at work when the kid goes to bed, because paying the rent requires two jobs.
